    That is a snow drift fence.
    The idea is to slow down the wind and allow blowing snow to drop to the ground.

    Hopefully you won’t see them in action!

    Rather than being ancient solar panels, they are ancient tumbleweed catchers - or alternately, ancient snow catchers so drifts build up against on side and keep the other side free of snow….
