I had heard that noise was a common complaint about windfarms. I had no idea that it was such an annoying noise.
NH has a current use ordinance whereby landowners get a huge tax break on undeveloped land if left open to recreational users. Now I wonder about the liability issues.

What if the owners post an “enter at your own risk” sign? Does that take away their liability?
Many years ago I visited a place in SE Colorado (on private property) that is now considered the “traditional” site of an 1864 massacre of Cheyenne and Arapahoe families by the Colorado militia. The owners there had an honor box for donations. I don’t remember if there were “enter at your own risk” signs.
(Another site, also on private property, has since been discovered and experts believe it is indeed a major site of the battles during the massacre.)

I don’t think a pay on the “honor system” would work. Too many people are basically dishonest, and will try to get away with what ever they can (not just government laws, but go against what most people consider “right” and “ethical”.
That dishonesty relates to what would happen if the owner opened the ghost town up. Unless they had someone there to watch it, my guess is that within 2 or 3 years, that all the buildings would be gone with people taking “just a couple boards” here and there as “souvenirs,” firewood for their fireplace, or other uses.
