In your light shade example, what if the people that tended to use light shades did so because their eyes were more sensitive under certain light conditions. By erroneously crediting the use of light shades for the higher incidents of accidents, the government outlaws the use of light shades. This decision would actually increase the incidence of accidents for the people with the light sensitivity because they can no longer use the light shades to aide in uncomfortable light conditions.
